 The U.S. government’s unwavering support for Israel remains steadfast despite public outcry for a ceasefire and an end to the genocide directed at the Palestinian people. Admittedly, it's only been in the past few months that some of us have truly grasped the staggering sum of taxpayer funds directed towards supporting Israel, but now both left- and right-leaning individuals are speaking out against the government’s prioritization of funding for yet another endless war.

From Israel’s establishment in 1948 through the conclusion of 2023, the United States has provided Israel with a total exceeding $300 billion in contributions, and several more billion dollars may be sent later this year according to the latest aid package being negotiated in Congress. Make no mistake, the Republican and Democrat parties alike benefit from providing support to Israel. One of the most powerful lobby groups in Washington, the American Israel Public Affairs Committee, or AIPAC, backs politicians from both parties who support aid for Israel.

The timeless wisdom of Malcolm X's words, "The white man will try to satisfy us with symbolic victories rather than economic equity and real justice," remains relevant in today's context. Periodically, rather than enacting substantive legislation that could improve the lives of Black, Indigenous, and other working-class individuals, the ruling class tends to offer symbolic triumphs to create the illusion of progress.

For example, the year 2020 bore witness to an unprecedented groundswell of Black Lives Matter protests sweeping across the United States. These protests were ignited by the heart-wrenching killings of George Floyd and a tragically long list of other Black individuals at the hands of law enforcement. The voices of protesters reverberated with impassioned demands for police accountability and the dismantling of qualified police immunity. Yet, the policy changes ushered in by our political leaders have fallen short of adequately addressing these core issues. Instead, we have witnessed an inundation of symbolic gestures, such as the renaming of schools, streets, warships, and military bases, all in homage to civil rights icons and champions of social justice. One such gesture is the U.S. Navy’s recent announcement that it would name a new ship after abolitionist Harriet Tubman.

 The 2024 National Defense Authorization Act (NDAA) that was passed by Congress on December 14 will introduce a number of changes in the military’s high school Junior Reserve Officers' Training Corps program. The most significant of these changes are a result of concerns that were prompted by two front-page exposés published last year by the New York Times. One of the articles focused on the high rate of sexual abuse claims lodged against JROTC instructors; the other revealed that thousands of students at schools around the country were being placed in the program involuntarily.

In response to the Times articles, language was added to the 2024 NDAA to address the issues of sexual abuse and involuntary enrollment in JROTC. The effort to do so was supported by a coalition of activists who came together as the Taskforce to End Compulsory Military Training in Schools (endcom.org). In Congress, the effort was led by Senator Elizabeth Warren, chair of the Senate Armed Services Committee.

What follows is a summary of some of the JROTC-related provisions that were included in the 2024 NDAA.

  •   Sec. 552 requires the Secretary of Defense to establish regulations for a new memorandum of understanding (MOU) that must be signed by each high school with JROTC.

This has been the position taken by federal district courts in Florida, Pennsylvania and Illinois and two federal appellate courts.
